答12:根据国家移民局、辽宁省公安厅、大连市公安局关于做好新型冠状病毒感染的肺炎疫情防控工作的部署要求，大连市公安局出入境管理部门对有紧急需要的外国人提供签证延期和停留居留证件预约办理服务，联系电话86766108-4。非紧急需要暂缓办证。根据有关法律规定和当前实际，对因在疫情防控期间未及时办理签证、停居留证件廷期手续的，大连市公安局出入境管理局将依法依规视情免予逾期居留处罚。

答14:根据大连市公安局出入境管理局相关规定，对因在疫情防控期间未及时进行变更手续的，视情免予处罚。

备注:在疫情防控期间签证过期的，应当在疫情防控结束后10个工作日内到大连市公安局出入境管理局办理相关延期变更等手续，对其非法居留行为不予处.罚。未在疫情防控结束10日内办理相关手续的外国人，按照《中华人民共和国出境入境管理法》进行处罚。
